#BCBA2014 Judge - Atty. Ethelbert Ouano

Atty. Ethelbert Ouano was first a Computer/Software Engineer before he was admitted to the Philippine Bar in 2008. He received his Bachelor of Science in Computer Engineering degree from the University of San Jose-Recoletos, Magna Cum Laude in 2001 and Bachelor of Laws degree from the same universitiy, Cum Laude in 2007, both as valedictorian in his class.

He is a Professor at the University of San Jose-Recoletos School of Law and teaches, among other subjects, Persons and Family Relations, Agrarian Law and Social Legislations, Legal Logic and Technique, Public Corporations and Local Governments, Public International Law and International Humanitarian Law.

Atty. Ouano is currently the legal counsel of the Lapu-Lapu City Government while he maintains his own law firm for his private practice. He is the Legal Consultant and a pioneer member of the Cebu Bloggers Society, Inc., a non-stock non-profit organization that seeks to promote the welfare of the blogging community in Cebu. He facilitated the idea of institutionalizing the organization of all bloggers in Cebu and instrumental in the formal constitution of the Cebu Bloggers Society,  Inc.

He has been a resource speaker to several fora and seminars and quoted by several news services providing both practical and legal information on many areas of law affecting online denizens.

He is also a blogger since 2005. He created his first personal blog for self-improvement particularly, on his writing skills – the ultitmate survival tool for aspiring law students.

In 2009, his blog, LaagCebu.com was recognized as Number 1 in Top 10 Cebu Best Blogs by Best Cebu Blogs  Awards besting other 76 nominated blogs. LaagCebu was officially closed down this year to give way to a more relevant, dynamic and updated blog. He is set to launch NindotKaayo.com within the year.
